There is no device limit today. One account signs in on as many of your own devices as you like — phone, laptop, TV and browser at once — subject only to the abuse controls that keep a free service usable for everyone. If a paid tier introduces a limit later, it will be stated before anyone pays.
In practice
Install VPNmine on the Windows laptop, the Android phone, the Android TV or Apple TV and the browser, sign in with the same account on each, and connect them all. Each device gets its own tunnel to whichever server you pick on it.
The abuse controls
A free service has to stop someone spinning up hundreds of devices to attack others or resell access, so there are controls on that. They do not affect a person using their own devices. If you ever hit one in normal use, support@vpnmine.com is the address.
