Why Almaty

Kazakhstan is landlocked and enormous, and its international traffic leaves by land: north and west into Russia, where the bulk of its transit has historically gone, and east into China. Almaty, in the far south-east near the Kyrgyz border, is the country's commercial centre and the place where its networks and the Central Asian routes meet; Bishkek and Tashkent are within 25 ms, Moscow about 45 to 70, and Frankfurt 80 to 110 ms via Russia. For anyone in Central Asia it is the closest exit by a wide margin.

The certificate, three times

Kazakhstan is the only country to have tried, repeatedly, to intercept all of its citizens' HTTPS traffic by requiring them to install a government root certificate: in 2015, in 2019, and again in 2020, each time framed as a security measure. The major browser makers responded by blocking the certificate outright, so pages signed by it fail to load in Chrome, Firefox and Safari, and each attempt was withdrawn. The episode matters because a WireGuard tunnel is immune to it: the government certificate can only intercept TLS connections it can see, and it cannot see inside the tunnel.

Shutdowns, blocking, and what to expect

The state operator controls most international capacity, which is how the entire country was taken offline for days during the unrest of January 2022, and the authorities have blocked a growing list of VPN services since 2023. Using a VPN is not an offence for an individual; the blocking targets providers and protocols, and it changes without notice. From abroad, the Almaty server behaves like any other. From inside Kazakhstan, a tunnel to Almaty crosses no border and is the least exposed option; a tunnel out of the country may be blocked on a given day, and no provider can honestly promise otherwise.

Does the Kazakh government certificate affect VPNmine?

No. The certificate can only intercept HTTPS connections the network can see, and inside a WireGuard tunnel it sees none. If you have ever installed the certificate, remove it anyway; the major browsers already refuse to trust it, and it has no legitimate purpose on your device.

Will VPNmine work from inside Kazakhstan?

Usually, but not always, and we would rather say so. The authorities block VPN services and protocols intermittently, and the interference changes without notice.
