Why Kyiv, and how the network has held
Ukraine's internet was built by hundreds of small providers rather than one incumbent, with a large exchange in Kyiv where most of them meet and routes west through Poland, Hungary, Slovakia and Romania. That structure is why it has proved so hard to knock out: since the full-scale invasion of 2022 the network has kept running through attacks on the power grid, the loss of infrastructure in occupied territory and a cyberattack in December 2023 that took the largest mobile operator offline for days. Warsaw is 15 to 25 ms away, Frankfurt 30 to 45, Bucharest 20 to 30.
What Ukrainian law requires
Ukraine has blocked Russian services since 2017, when a presidential decree banned VK, Yandex, Mail.ru and others, and the list has grown since 2022. Martial law has been in force since February 2022 and gives the authorities broad powers, including over communications. The personal data law of 2010 is being replaced by a GDPR-aligned statute as part of EU accession. Using a VPN is lawful and extremely common, not least because the government itself recommends encrypted tools; what you publish is governed by Ukrainian law regardless of the route.
What to expect
With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Kyiv and nothing about its contents; sites see the Kyiv server. The server is in a country at war, and while Kyiv's data centres have generators and the network has proved resilient, an outage caused by a strike on the grid is a possibility no provider can rule out. If the Kyiv server is unreachable, Warsaw is the nearest alternative. From occupied territory, connections are routed through Russian networks and subject to Russian interference, and we would rather say that plainly.

Does the Kyiv server work from occupied territory?
Connections from occupied areas are routed through Russian networks, which interfere with VPN protocols, so they may not connect on a given day. If they do, the tunnel hides the contents of your traffic from that network but not the fact that a tunnel exists. Please weigh that before relying on it.
