Why Lagos
Lagos is where most of West Africa's submarine cables come ashore, half a dozen systems landing along the coast east of the city, and the Internet Exchange Point of Nigeria is where the country's networks meet. Nigeria has more internet users than any other African country, and Lagos is its commercial capital. Accra is 15 to 25 ms away, London 90 to 120 over the direct cables, Johannesburg 80 to 110. For anyone in Nigeria, a local exit is the difference between a domestic round trip and a 100 ms detour through Europe.
The Twitter ban, retention, and the NIN
The government blocked Twitter nationwide from June 2021 to January 2022 after the platform deleted a presidential post, and VPN use in Nigeria rose sharply for the duration. The Cybercrimes Act of 2015, amended in 2024, requires service providers to retain traffic data and subscriber information for two years and to hand it over on request. Every SIM has had to be linked to a national identity number since 2020, with unlinked lines disconnected in stages. The Nigeria Data Protection Act of 2023 created a dedicated commission along broadly European lines.
What this changes about your connection

How do I get a Nigerian IP address for free?

Are VPNs legal in Nigeria?
Yes. There is no Nigerian law against using a VPN, and use rose sharply during the 2021 Twitter ban without any prosecution for it. The Cybercrimes Act creates offences for what people do online and a retention duty on providers; it says nothing against tunnels.
Does the NIN-SIM link mean my provider knows what I browse?
It means the provider knows who holds the number. What it sees of your traffic is separate, and with the tunnel up the answer is encrypted traffic to a single VPNmine address, plus how much you sent and when. Registration attributes the line; it does not decrypt the tunnel.
Is Lagos a good exit for the rest of West Africa?
Usually the best one. Accra, Abidjan and Dakar are within roughly 15 to 50 ms over the coastal cables, against 100 ms or more if traffic goes to Europe and back, which is what happens when there is no regional exit. For a West African address with good connectivity, Lagos is the pick.
