Why Cairo, and why Egypt matters to everyone else

Egypt is the chokepoint of the global internet: the great majority of cable capacity between Europe and Asia crosses the country overland between the Red Sea and the Mediterranean, because the alternative is going around Africa. That makes Egypt's national operator one of the most important transit carriers in the world and puts Cairo within roughly 30 to 45 ms of Athens, 40 to 60 of Jeddah and 55 to 75 of Frankfurt. Cairo is where the domestic networks meet and where nearly all Egyptian users are close to.

What Egypt blocks and what it keeps

Since 2017 the authorities have blocked several hundred websites, including most independent news outlets and the sites of many VPN providers, and the 2018 Anti-Cybercrime Law gave that a legal basis. The same law requires providers to retain user data for 180 days and to make it available to security services. A personal data protection law passed in 2020, though its implementing regulations were slow to arrive. Using a VPN is not itself an offence; accessing blocked content through one is a grey area the law does not clearly address, and prosecutions have focused on what people publish.

What this changes about your connection

With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Cairo, so what it retains under the 2018 law is a connection to that address rather than the sites behind it, and it cannot apply the blocklist to what it cannot see. Sites see the Cairo server. That is a description of how network-level filtering works, not advice to break Egyptian law. Why is Egypt so central to internet routing?

Because the cables between Europe and Asia run through the Red Sea and the Suez corridor, crossing Egypt overland between the two seas. The alternative is to go around Africa, so most do not, and Egypt's national operator carries a large share of the traffic between the two continents. It is also why a fault in the Red Sea slows down connections far from Egypt.
