Why Fez, and how Morocco is connected
Morocco's cables cross the Strait of Gibraltar and the western Mediterranean to Spain and Portugal, and the country's domestic backbone links the Atlantic coast cities to Fez and the interior over fibre that the incumbent Maroc Telecom largely built. Madrid is 20 to 35 ms away, Lisbon 25 to 40, Paris 35 to 50. Morocco has by far the largest diaspora of any African country in Europe, concentrated in France, Spain, Belgium and the Netherlands, which is who most often needs a Moroccan address.
The VoIP block, and what the law requires
In early 2016 the regulator ANRT let the operators block voice calling in WhatsApp, Skype and Viber, and reversed the decision by the end of the year after a public campaign; calling has worked since. Morocco's data protection law of 2009, enforced by the commission CNDP, predates most of the region's. There is no general filtering regime; blocking has been targeted, and Moroccan authorities were named in the 2021 Pegasus reporting, which they denied. Using a VPN is lawful and common.

Are VPNs legal in Morocco?
Yes. There is no Moroccan law against using a VPN, and use is common; the 2016 VoIP block drove a visible rise in it without any prosecution. Blocking is targeted rather than general, and what is unlawful to publish stays unlawful regardless of the route.
Do WhatsApp and Skype calls work in Morocco?
Yes, since late 2016, when the regulator reversed the block it had allowed at the start of that year. The tunnel carries whatever your device sends, so if the operators ever blocked calling again, a tunnel to a server outside Morocco would route around it; a tunnel to the Fez server would not, because it exits on a Moroccan network.
Is Fez a good exit for the rest of North Africa?
Often the nearest well-connected one. Algeria and Tunisia have little hosting and their traffic frequently reaches Europe first, so a Moroccan exit is within a few tens of milliseconds of Algiers and Tunis over the Mediterranean routes. For Egypt and the Levant, the Cairo server is the better pick.
