Why Manila
The Philippines is more than seven thousand islands, and until recently most of its international traffic left through a small number of cable landings at Batangas and La Union and a long history of expensive, slow connectivity. That has improved sharply with new cables, new landings and satellite service, but geography still means every foreign server is 30 ms or more away: Hong Kong about 30 to 45, Singapore 45 to 60, Tokyo 55 to 75. Manila is where the domestic networks meet, at the government-run PhOpenIX and the operators' own exchanges, so a Manila exit is the only one that is fast for Filipinos.
What Philippine law requires
The Cybercrime Prevention Act of 2012 requires service providers to retain traffic data for six months, extendable by order, and the Data Privacy Act of the same year set up the National Privacy Commission along broadly European lines. The SIM Registration Act of 2022 tied every mobile number to an identity, so a Philippine mobile connection is now attributable in a way it was not before. There is no national filtering regime beyond targeted blocking, and no restriction on VPN use.

Does the SIM registration law mean my provider knows what I browse?
It means the provider knows who holds the number. What it sees of your traffic is a separate question, and with the tunnel up the answer is encrypted traffic to a single VPNmine address, plus how much you sent and when. Registration attributes the line; it does not decrypt the tunnel.
Why is every foreign VPN server so slow from the Philippines?
Geography. The nearest foreign hubs are Hong Kong and Singapore, 30 to 60 ms away, and everything else is further.
