Why Bogota, 2,600 metres above the cables

Colombia's submarine cables land on the Caribbean coast at Barranquilla and Cartagena, and the capital sits high in the Andes several hundred kilometres inland. That geography is why Bogota rather than the coast: the domestic backbones of every large operator converge there, NAP Colombia, the country's main exchange point, is there, and most Colombian users are within a few milliseconds of it. The coast is where the packets leave the country; the capital is where they are exchanged.

What the law asks providers to keep

Decree 1704 of 2012 requires network and service providers to retain subscriber information, including location data, for five years and to make it available to the prosecutor's office. Colombia also has a general data protection statute, Law 1581 of 2012, enforced by the Superintendence of Industry and Commerce, which is closer to the European model than most of the region. Neither imposes a retention duty on a VPN exit, and VPNmine keeps only which server a session used and when.

What changes with the tunnel up

Your own network and provider see an encrypted stream to one address in Bogota and nothing about its contents. Sites see the Bogota server, which is how a Colombian service that checks location treats you as local. From Quito, Lima or Caracas the exit is close; from the United States the path runs through Miami and is usually shorter than to anywhere else in South America.
