Why Kathmandu, and how Nepal is connected
Nepal has no coast, so every international packet crosses a land border: most go south through India, over fibre from the Indian carriers at crossings like Birgunj and Bhairahawa, and since 2018 a route north through China over the Rasuwagadhi crossing gives a second path. Kathmandu is where the domestic operators meet, at the national exchange NPIX, and where nearly all of that transit terminates. Delhi is 20 to 35 ms away and Mumbai a little more; Singapore and Europe are much further, as they are from anywhere in South Asia.
How Nepal has blocked, and unblocked
The regulator NTA ordered providers to block adult sites in 2018, tens of thousands of them, and the block still stands. The government banned TikTok outright in November 2023 and lifted the ban in August 2024 after the platform agreed to conditions. A social media bill introduced in 2025 would require platforms to register and has been criticised for its breadth. The Electronic Transactions Act of 2008 is the main law used against online speech, and there is no comprehensive data protection statute yet.
What this changes about your connection
With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Kathmandu and cannot apply its blocklist to what it cannot see; sites see the Kathmandu server. Are VPNs legal in Nepal?
Yes. There is no Nepali law prohibiting the use of a VPN, and their use rose sharply during the 2023 to 2024 TikTok ban without any prosecution for it. The blocking that exists is applied at the provider level, and what is unlawful to publish under the Electronic Transactions Act stays unlawful regardless of the route.
Why does traffic from Nepal go through India?
Because Nepal is landlocked and its fibre crosses into India at a handful of border points, where Indian carriers provide most of its international transit. A second route through China opened in 2018 but carries much less. A Kathmandu server keeps domestic traffic domestic; anything foreign still crosses one of those borders.
Should I use Kathmandu or Delhi from Nepal?
Kathmandu if you want a Nepali address or to encrypt a local hop without changing your apparent country. India's Mumbai server if you want to exit outside Nepal's network, at roughly 35 to 55 ms; the packets go that way regardless, so the added cost is small.
