Why Quito
Ecuador's international cables come ashore on the Pacific coast near Salinas, and the capital is 2,850 metres up in the Andes. Quito is still the right place for an exit because it is where the state operator CNT and the private carriers interconnect, and where the national exchange point run by the providers' association has its main node. Most Ecuadorian VPN options are really servers in Miami or Bogota with an Ecuadorian label; this one is in the country, which is the only way to get an Ecuadorian address that stands up to a location check.
What Ecuadorian law says
The Organic Law on Personal Data Protection passed in 2021, with its penalty regime in force from 2023, and it follows the European model closely enough that the concepts translate directly. The telecommunications regulator, Arcotel, licenses operators and can order blocking, but Ecuador has no general filtering regime and no statute that requires a VPN provider to keep browsing records.
