Why two cities
Vietnam is long and thin and its two centres are at opposite ends: Ho Chi Minh City in the south, where most of the international cables land at Vung Tau, and Hanoi in the north, closer to Hong Kong and the terrestrial routes into China. The national exchange VNIX has nodes in both. Domestic latency between them is around 20 to 30 ms, which is enough that a user in one end is better served by a server at that end. Pick the one nearest you; both give a Vietnamese address.
Cables, and why they matter more here
Vietnam's international capacity runs over a handful of submarine cables and they fail often; in early 2023 all five of the main ones had faults at once and foreign sites slowed to a crawl for weeks. Domestic traffic is unaffected, which is one argument for a Vietnamese exit when you are in Vietnam: a tunnel to Ho Chi Minh City or Hanoi encrypts your local hop without depending on a cable that may be under repair. When you need to leave the country, Bangkok, Singapore and Hong Kong are the closest alternatives.
What Vietnamese law requires
The Cybersecurity Law of 2018 requires foreign online services to store Vietnamese users' data in the country on request, Decree 147 of 2024 requires social platforms to verify account holders' identities, and a personal data protection law passed in 2025 sets the general rules. Providers block some foreign news sites and social platforms remove content at the government's request. Using a VPN is lawful and common; what you publish is governed by Vietnamese law regardless of the route it took.

Why are foreign sites slow from Vietnam and does a VPN fix it?
Usually because one of the international cables is under repair, which happens several times a year. A VPN to a Vietnamese server does not fix it, because the tunnel is domestic and the foreign site is still on the far side of the cable. What it does is encrypt your local hop. If the foreign side is what you need, Bangkok or Singapore is the shortest way out.
