Why Bucharest
Romania has some of the fastest and cheapest consumer fibre in the world, a legacy of the neighbourhood networks of the early 2000s that the big operators later bought and upgraded, and Bucharest is where they interconnect at InterLAN, the national exchange. Sofia is under 15 ms away, Budapest and Istanbul a little more, and Frankfurt about 30 to 40 ms over the terrestrial routes through Hungary and Austria. For south-eastern Europe it is one of the two natural exits, and for the EU as a whole it has a legal footing few other member states can match.
Two retention laws, both struck down
Romania transposed the EU data retention directive in 2008 and the Constitutional Court annulled it in 2009, holding that blanket retention of everyone's traffic data was incompatible with the right to private life. Parliament tried again in 2012 and the court struck that law down too, in 2014, after the EU directive itself had fallen. There has been no general retention obligation on Romanian providers since. The GDPR applies as everywhere in the EU, enforced by the national supervisory authority ANSPDCP.
What this changes about your connection

Are VPNs legal in Romania?
Yes. VPN use is lawful in Romania and standard in business, and there is no filtering regime that targets it. As an EU member state Romania applies the GDPR, and unusually it has no data retention law in force, both of its attempts having been annulled by the Constitutional Court.
Is Romania really a no-retention country?
In the sense that matters, yes: there is no statute requiring providers to keep everyone's connection records, because the Constitutional Court struck down the 2008 law in 2009 and the 2012 law in 2014. Targeted interception with a warrant still exists, as it does everywhere.
