Why Athens
Athens is where Greek networks interconnect, at GR-IX, and it is increasingly where the eastern Mediterranean does too: Crete and the mainland have become landing points for new cables between Europe, the Middle East and Africa, which is slowly turning Greece from the end of the European network into a junction on it. Sofia and Istanbul are within 30 ms, Milan and Frankfurt within 50, and Cyprus and Egypt are closer from Athens than from anywhere else in the EU.
Retention and surveillance in Greek law
Greece transposed the EU data retention directive in 2011, with a twelve-month period, and unlike Romania or Bulgaria never formally repealed it after the directive fell, so the position of the law on the books is unsettled. What is not unsettled is the 2022 surveillance scandal, in which the intelligence service and commercial spyware were found to have targeted journalists and politicians, which led to a new law on communications privacy the same year and a change in who oversees interception. The GDPR applies as elsewhere in the EU, and the regulator ADAE oversees the confidentiality of communications.

Yes. VPN use is lawful in Greece for individuals and businesses, and there is no filtering regime that targets it. The blocking that exists is court-ordered and aimed at specific sites, mostly for copyright and unlicensed gambling, and is applied by Greek providers to Greek connections.
Does Greece keep connection records?
The 2011 law that requires providers to keep twelve months of connection data has never been formally repealed, even though the EU directive it implemented was annulled in 2014, so Greek providers may still keep it.
