Why Riyadh and Jeddah

Riyadh is the capital and the centre of the domestic network, home to the national exchange and to most of the Kingdom's data centres. Jeddah is the other end of the country and the reason for the second server: the Red Sea is the corridor for nearly every cable between Europe and Asia, and Jeddah's landing stations sit directly on it, which puts Cairo within roughly 40 ms and Mumbai and Marseille closer than they are from the interior. Pick whichever is nearer; the two are about 15 to 25 ms apart and both give a Saudi address.

How Saudi Arabia filters

All international traffic passes through gateways operated under the regulator CST, formerly CITC, which applies a national blocklist covering adult content, gambling, material deemed contrary to religion or public order, and some political sites. Voice calling in WhatsApp and similar apps was blocked until 2017 and has been permitted since. The Anti-Cyber Crime Law of 2007 covers online offences, and the Personal Data Protection Law, in force since 2023 and enforced by the data authority SDAIA, sets the commercial data rules along broadly European lines.

What this means for a VPN user

Using a VPN is not itself an offence in Saudi Arabia and businesses use them universally, but using one to reach content that is unlawful to access is, and the blocklist is applied by the gateway rather than by individual providers. Does the tunnel hide my browsing from the Saudi gateway?
