Why Doha
Qatar is small and its network is correspondingly compact: two operators, Ooredoo and Vodafone Qatar, a national exchange overseen by the regulator, and cable landings on the Gulf coast that connect into the regional systems running to the UAE, Oman and onward to India and Europe. What Qatari law requires
Qatar passed the Gulf's first standalone data protection law in 2016, Law 13, and its Cybercrime Law of 2014 covers online offences, including some that concern publishing content deemed to harm public order. The regulator CRA oversees blocking, which covers adult content, gambling and some political material, and it has historically restricted voice calling in some internet apps, a position that has loosened at times, including around the 2022 World Cup. VPN use is lawful and standard in Qatari business.
