Why San Jose

Costa Rica has cable landings on both coasts, Caribbean systems at Limón and Pacific ones on the central coast, and the capital in the central valley is where the state operator ICE and the private carriers interconnect at the national exchange. Panama City is 10 to 20 ms away, Bogota 35 to 50, Miami 40 to 55, Mexico City 50 to 70. The country has a large population of expatriates and remote workers, which is why a Costa Rican address is asked for more than the country's size would suggest.

The Conti attack, and what the law requires

In April 2022 the Conti ransomware group crippled Costa Rica's finance ministry and other government systems, and the incoming president declared a national emergency over it, the first time a country had done so for a cyberattack. Costa Rica's data protection law of 2011, enforced by the agency PRODHAB, is among the clearer statutes in the region, and there is no data retention mandate on providers and no filtering regime. The regulator SUTEL licenses operators and stays out of content. VPN use is lawful and common.
