Why San Juan
San Juan is the cable hub of the Caribbean: a large share of the systems linking the islands, the US mainland and South America land on Puerto Rico's north coast, and the domestic networks meet in the capital. Miami is 30 to 45 ms away, New York 50 to 65, Bogota and Caracas within about 60.
