Why Nicosia
Cyprus is the EU's easternmost member and its position has made it a landing point for cables between Europe, the Levant and Egypt, with a growing number coming ashore on the south coast. Nicosia is where the island's networks meet, at the national exchange. Tel Aviv is 10 to 20 ms away, Athens 20 to 35, Cairo about 30, and Frankfurt 50 to 65. For anyone in Israel, Lebanon or Egypt who needs an EU address, no other member state is closer.
What Cypriot law requires
Cyprus transposed the EU data retention directive in 2007 with a six-month period, and its Supreme Court ruled in 2011 that access to retained data without a court order was unconstitutional, narrowing the regime before the EU directive itself was annulled. The GDPR applies as elsewhere in the EU, enforced by the Commissioner for Personal Data Protection. There is no filtering regime beyond blocking of unlicensed gambling sites, and no restriction on VPN use. Note that the north of the island is outside the government's control and has its own networks.

The server is in Nicosia on the government-controlled side. Networks in the north run through Turkey, so a connection from there reaches the server via Istanbul with a few extra tens of milliseconds, and exits with a Cypriot address that reads as the EU. Turkish network conditions apply on the way.
