Why Vilnius
Lithuania is the southern anchor of the Baltic states, and its networks reach the rest of Europe by land through Poland and by cable across the Baltic to Sweden, so Vilnius has short paths in both directions: Riga 5 to 10 ms, Warsaw 10 to 20, Helsinki and Stockholm 15 to 25, Frankfurt 30 to 40. What Lithuanian law requires
Lithuania kept data retention after the EU directive fell: the electronic communications law requires providers to keep connection data for six months, with access controlled by the courts and prosecutors.
