Why Lima
Unlike most Andean capitals, Lima is on the coast, and the submarine cables that connect Peru to the rest of the Pacific seaboard land at Lurín, just south of the city. The domestic backbones, the main exchange point and the landing stations are therefore all within a few kilometres of each other, which is why a Lima exit reaches Peruvian networks in single-digit milliseconds and Santiago, Quito and Bogota in a few tens.
The 2015 location decree
Legislative Decree 1182 of 2015 requires telecommunications operators to retain subscriber location and traffic data, for twelve months on live systems and a further two years in archive, and it lets the police obtain a device's location in real time without a warrant in flagrant cases, with judicial approval sought afterwards. It is the piece of Peruvian law most relevant to anyone reading this, because it means a Peruvian mobile connection is one of the more closely recorded in the region. Separately, Law 29733 of 2011 sets the general data protection rules.
What the tunnel changes
The decree concerns what the carrier records about your line, and a VPN does not change that. What it changes is what the carrier can see: with the tunnel up, it sees encrypted traffic to one VPNmine address in Lima and nothing about the sites or content inside. Sites see the Lima server, so a Peruvian service that checks location treats you as local wherever you actually are.

How do I get a Peruvian IP address for free?

Are VPNs legal in Peru?
Yes. There is no Peruvian law restricting VPN use, and no filtering regime that targets it. The retention and location duties in Legislative Decree 1182 fall on telecommunications operators, not on people using encryption over their networks.
Does a VPN stop the police getting my location under Decree 1182?
No, and no VPN can. The location the decree covers comes from the mobile network's own records of where your device is, which a tunnel does not touch. What the tunnel hides is what you do online, not where your phone is. Anyone who tells you otherwise is selling something.
Is Lima a good exit for the rest of the Pacific coast?
Yes. Santiago and Quito are both within roughly 25 to 45 ms, and the cables that link the Pacific seaboard run straight past Lurín, so Lima is as central as a South American Pacific exit can be. For Buenos Aires or Sao Paulo, an exit on the Atlantic side is closer.
