How Pakistan's internet is actually built
Nearly everything Pakistan exchanges with the rest of the internet comes ashore at Karachi, where the SEA-ME-WE, IMEWE, AAE-1 and TW1 systems land, run by PTCL and Transworld; the PEACE cable added landings at Karachi and Gwadar in 2022. Karachi is therefore the country's real gateway, the way Mumbai is India's, and a server there sits where the international routes actually start rather than a terrestrial hop away from them.
One quirk of the region is worth knowing: there is effectively no direct internet interconnection between Pakistan and India, so traffic between the two usually travels via the Gulf or Europe despite the shared land border. The network-nearest foreign exit from Pakistan is Dubai, roughly 25 to 50 ms away, not anywhere in India.
Filtering, the firewall and shutdowns
The PTA blocks content under section 37 of the Prevention of Electronic Crimes Act 2016, and X has been blocked nationwide since February 2024. During 2024 the government also deployed a national web management system — widely reported as a firewall — whose rollout coincided with months of measurable slowdowns and intermittent throttling of VPN traffic. Separately, mobile networks are switched off outright at sensitive moments: nationwide on election day in February 2024, and locally around protests and religious processions most years.
A VPN helps against filtering on a network that is up, because the blocklist can only see an encrypted stream to one address. It does nothing during a shutdown, since there is no connection left for the tunnel to run over, and no honest provider claims otherwise.
VPN registration, and what we store
Using a VPN is not an offence in Pakistan, and the country's large freelance and software industry depends on them daily. What the PTA regulates is the supply side: it has long required businesses to register the VPNs they use, pushed a registration deadline for the public in late 2024, and then moved to licensing local VPN providers under a class-licence framework announced in December 2024 after the law ministry questioned the legal basis for blocking unregistered tunnels. Enforcement has been intermittent rather than absolute. Why pick a Karachi server instead of Dubai?
Latency and locality. Dubai is roughly 25 to 50 ms from Pakistan, so every request through it pays that round trip twice, and a foreign exit makes Pakistani banking and government sites treat you as a foreign visitor. A Karachi exit keeps traffic on domestic infrastructure until it genuinely has to leave, and local services see a local address.
Will a VPN work during a mobile network shutdown in Pakistan?
No. Shutdowns like the one on election day in February 2024 are imposed on the mobile networks themselves, so there is no connection left for a tunnel to run over. A VPN protects against observation and filtering on a network that is working; it cannot create connectivity that has been switched off at the access network.
Does a VPN help on mobile data in Pakistan?
