Why Lisbon
Portugal is where Europe meets the Atlantic, and since 2021 that has meant something concrete: a direct cable from Sines to Fortaleza in Brazil, another from Lisbon down the west coast of Africa, and more landing around the capital, all of which have turned Lisbon from the edge of the European network into a junction on it. The national exchange is in the city, Madrid is 10 to 20 ms away, London 30 to 40, and Brazil is closer from here than from anywhere else in Europe.
Retention, struck down in 2022
Portugal's 2008 data retention law required providers to keep connection data for a year. In April 2022 the Constitutional Court declared it unconstitutional, following the Court of Justice of the EU, and providers are no longer under a general duty to retain everyone's traffic data. The GDPR applies as elsewhere in the EU, enforced by the national commission CNPD, and there is no filtering regime beyond court-ordered blocking of specific sites, mostly for copyright and gambling.
