Why Tirana

Albania's international traffic leaves by submarine cable across the Adriatic to Italy, landing near Durrës, and by land through Greece, North Macedonia and Montenegro. Tirana is where the domestic operators meet and where the Kosovo networks, which share language and much of their transit, connect. Bari and Rome are 15 to 25 ms away, Athens and Sofia about the same, Frankfurt 35 to 50. Hosting inside the western Balkans is scarce, so most services that advertise an address there are in Italy or Austria; this one is in Tirana.

Cyberattack, and the TikTok ban

In July 2022 a cyberattack attributed to Iran took down Albania's government services, including the e-Albania portal that most citizens use for official business, and the country cut diplomatic relations with Iran over it that September, the first state to do so over a cyberattack. Separately, the government blocked TikTok nationwide for a year from March 2025 after a fatal stabbing linked to a dispute on the platform. Albania's new data protection law, aligned with the GDPR as part of its EU candidacy, replaces the 2008 statute. VPN use is lawful and rose visibly during the ban.

What this changes about your connection

With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Tirana and nothing about its contents, and it cannot apply a block to what it cannot see; sites see the Tirana server. That is a description of how network-level blocking works, not advice to break Albanian law. Note that Albania is not in the EU, so a Tirana address does not read as an EU one; Athens and Sofia are the nearest that do.

How do I get an Albanian IP address for free?

Are VPNs legal in Albania?

Yes. There is no Albanian law against using a VPN, and use rose sharply during the 2025 TikTok ban without any prosecution for it. The ban was applied at the provider level. Anything otherwise unlawful remains unlawful with or without a tunnel.

Is Tirana a good exit for Kosovo?

Usually the best one. Kosovo's networks share transit and language with Albania, and Pristina is within a few milliseconds of Tirana, so a Tirana server gives Kosovars a local exit without routing through Austria or Italy. It gives an Albanian address, not a Kosovan one, which for most services is the closer match anyway.

Does an Albanian IP address count as EU?

No. Albania is a candidate for EU membership but not a member, so a site that checks specifically for the EU will not treat a Tirana address as inside it. Athens and Sofia, both 15 to 30 ms away, are the nearest EU exits.
