Why Taipei

Taiwan is a landing point for the main trans-Pacific cables between East Asia and the United States, and Taipei is where its networks meet, at the exchanges run by Chunghwa Telecom and the other operators. Hong Kong is about 25 ms away, Tokyo 30 to 45, Singapore around 50 to 65 and the US West Coast roughly 120 to 150 ms, which is among the shortest paths to America from anywhere in Asia. Taiwan runs an open internet with no national filtering, and its consumer fibre is fast and cheap.

Cables, and the risk to them

Taiwan's dependence on submarine cables is a live concern. In early 2023 both cables serving the outlying Matsu islands were cut by passing vessels, leaving them on satellite backup for weeks, and in early 2025 a cable off Keelung was damaged in a similar incident. The main island has enough diverse landings that these events have not affected it, but they explain why the government has invested in satellite backup and why the cable landings around Toucheng and Tanshui are treated as critical infrastructure.

What Taiwanese law requires

The Personal Data Protection Act governs data handling and was amended in 2023 to create an independent supervisory commission. Interception is governed by the Communication Security and Surveillance Act, which requires a court warrant. There is no filtering regime and no restriction on VPN use, and the blocking that exists is targeted and narrow. Does a Taiwan address show as China to websites?

No. Taiwan has its own address allocations and location databases list them as Taiwan. A site that checks location will treat the Taipei server as Taiwan, and a Taiwanese exit reaches the open internet directly with no filtering in the way.
