Why Phnom Penh
Cambodia's international traffic leaves by a submarine cable landing at Sihanoukville, in service since 2017, and by land through Vietnam and Thailand, and Phnom Penh is where the domestic operators meet. Bangkok and Ho Chi Minh City are both within about 30 ms, Singapore around 40 to 55. Hosting capacity inside the country is scarce, so most services that advertise a Cambodian address are really in Bangkok or Singapore; this server is in Phnom Penh, which is what a location check measures.
The gateway that has not arrived
In 2021 the government issued a sub-decree creating a National Internet Gateway, through which all traffic entering and leaving the country would pass and which would let the authorities monitor and block it centrally. Implementation was postponed in 2022 and the gateway has not been switched on, but the decree has not been withdrawn either. The Telecommunications Law of 2015 already allows surveillance on national security grounds with little oversight. There is no data protection law in force, and drafts of a cybercrime law have been criticised for their breadth.
What this changes about your connection
With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Phnom Penh and nothing about its contents; sites see the Phnom Penh server. If the gateway is ever activated, a tunnel would still hide the contents of your traffic from it, though not the fact that you are using one. VPN use is lawful in Cambodia and common in business; what you publish is governed by Cambodian law regardless of the route it took.

Are VPNs legal in Cambodia?
Yes. There is no Cambodian law that prohibits using a VPN, and businesses rely on them. The 2021 gateway decree, if implemented, would centralise monitoring at the provider level rather than ban tunnels, and it has not been switched on. Anything unlawful under Cambodian law remains unlawful with or without one.
Has the National Internet Gateway been implemented?
Not as of this writing. The sub-decree was issued in 2021, implementation was postponed in early 2022, and the gateway has not gone live since, though the decree still stands. If that changes, the contents of a WireGuard tunnel would still be hidden from it; the fact that a tunnel exists would not be.
Should I use Phnom Penh or Bangkok from Cambodia?
Phnom Penh if you want a Cambodian address or to encrypt a local hop without changing your apparent country. Bangkok if you want to exit outside Cambodia's network with the least added latency, at roughly 15 to 35 ms. Both are short distances by regional standards.
