Why Baghdad, and how Iraq is connected

Iraq's international traffic leaves by land through Turkey, Iran and Jordan and by a cable landing at Al-Faw on the Gulf, and the Ministry of Communications controls the gateways. Baghdad is where the domestic operators interconnect and where most of that transit terminates; the Kurdistan Region in the north runs its own providers with their own routes through Turkey and Iran. Kuwait City is roughly 20 to 35 ms away, Istanbul and Dubai 40 to 60, and Europe about 80 to 110 via Turkey. Hosting inside Iraq is scarce, so most services that advertise an Iraqi address are elsewhere; this server is in Baghdad.

Shutdowns, and the absence of law

Iraq is one of the few countries that switches off the internet on a schedule: the government has ordered nationwide shutdowns during national school examinations every summer for years, for hours at a time, to prevent cheating, and it has cut connectivity during protests, notably in 2019. Iraq has no data protection law and no data retention statute; interception is governed by the Ministry's control of the gateways rather than by legislation. A draft cybercrime law has been introduced and withdrawn more than once, criticised each time for its breadth.

What this changes about your connection

With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Baghdad and nothing about its contents; sites see the Baghdad server. A tunnel does nothing during a shutdown, because there is no network to tunnel over, and a domestic server is no exception. Using a VPN is lawful in Iraq and common, and demand rises visibly whenever a platform is blocked. Does a VPN work during the exam shutdowns?

No. The shutdowns are ordered at the gateways and the providers, and when the network is off there is nothing to tunnel over. A VPN gets around blocking of particular sites; it cannot get around the absence of a connection. Providers that claim otherwise are describing something else.

Should I use Baghdad or Kuwait City from Iraq?

Baghdad if you want an Iraqi address or to encrypt a local hop without changing your apparent country. Kuwait City if you want to exit outside Iraq's gateways with the least added latency, at roughly 20 to 35 ms, and with more stable international connectivity. Istanbul is the closest exit to the north.
