Why Oslo
Oslo is where Norway's networks meet, at the national exchange NIX, and new direct cables to Britain and to the United States, in service since 2021, have shortened the routes that used to go through Denmark and Sweden. Stockholm and Copenhagen are within 20 ms, Amsterdam and London within 35, and the cheap hydroelectric power and cool climate have made the country a data centre destination in its own right. It is a fine Nordic exit and, for the west of Norway, the only nearby one.
The retention law that never took effect
Norway's parliament adopted a data retention law in 2011 to implement the EU directive, then postponed bringing it into force repeatedly, and after the Court of Justice annulled the directive in 2014 the law was never activated. Providers are therefore not under a general duty to log everyone's connections. Norway is not an EU member but applies the GDPR through the European Economic Area, enforced by Datatilsynet, and there is no filtering regime beyond the voluntary child-abuse filter and court-ordered blocking of specific sites.
What this changes about your connection
With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Oslo and nothing about its contents; sites see the Oslo server, which reads as Norway. Note that Norway is not in the EU, so a service that checks specifically for an EU address will not treat Oslo as one, even though Norwegian privacy law is the same GDPR. If you need the EU, Copenhagen and Stockholm are 10 to 20 ms further.
