Why Moscow, and who this exit is for
Moscow's MSK-IX is one of the largest exchange points in Europe and nearly every Russian network is present there, so a Moscow exit reaches Russian services in a few milliseconds and the Baltics, Finland and central Europe in a few tens. The realistic use is from outside Russia: someone abroad who needs to reach a Russian bank, marketplace or government service that rejects foreign addresses. From inside Russia the picture is different, and the section below is the part to read.
What Russia does to VPN traffic
Since the 2019 sovereign internet law every Russian provider carries state-controlled inspection equipment, known as TSPU, that Roskomnadzor uses to block and throttle traffic centrally. It has been used against VPN protocols directly, with WireGuard and OpenVPN connections to foreign servers disrupted intermittently since 2023, and in 2024 Russia banned the advertising of VPN services and had VPN apps removed from the Russian App Store. The 2016 Yarovaya law separately requires providers to retain traffic content for six months and metadata for longer. None of this makes using a VPN a crime for an individual, but it means a foreign exit may not connect reliably from a Russian network.
What to expect, from either side
From abroad, the Moscow server behaves like any other: your provider sees encrypted traffic to one VPNmine address and sites see a Russian address. From inside Russia, a tunnel to the Moscow server crosses no border and is less likely to be interfered with than one to a foreign exit, so it can encrypt a public Wi-Fi hop; a tunnel out of the country may be throttled or blocked on a given day and no provider can honestly promise otherwise. We do not connect to the Russian blocklist registry, and we keep no record of what passes through the server in Moscow or anywhere else.
Confirm it rather than assume it
Connect to Moscow, then check what changed. Our IP checker shows the address and country sites now see. The DNS leak test shows whether your domain lookups are still going to your own provider, which is the most common way a tunnel protects less than it appears to. The WebRTC leak test catches the browser handing out your real address through an API the VPN never sees.

How do I get a Russian IP address for free?

Are VPNs legal in Russia?
Using one is not an offence for an individual. Russian law targets providers: since 2017 VPN services are required to connect to the state blocklist registry, since 2024 advertising VPNs is banned, and Roskomnadzor blocks and throttles VPN traffic through the TSPU equipment installed at every provider. Anything unlawful remains unlawful with or without a tunnel.
Will VPNmine work from inside Russia?
Sometimes, and we would rather say so than pretend. Connections from Russian networks to foreign servers over WireGuard have been disrupted intermittently since 2023, and the interference changes without notice. A tunnel to the Moscow server itself crosses no border and is less exposed. If you are inside Russia and need a foreign exit, expect to try more than one country.
Does VPNmine keep logs on the Moscow server?
The same as everywhere: which server a session used and when, for abuse handling, and nothing about the sites, lookups or content. We are not connected to the Russian blocklist registry and have received no request to be.
