Why Warsaw
Warsaw is where central and eastern Europe interconnect: several large exchanges are in the city, the terrestrial routes from Germany fan out from here to the Baltics, Ukraine and beyond, and a lot of Ukraine's traffic to the west has passed through Poland since 2022. Berlin is 10 to 15 ms away, Prague and Vilnius 10 to 20, Kyiv 15 to 25, Frankfurt 20 to 30. Poland is also the largest economy in the region, so a Polish address is the one most services in the area expect.
Retention, and the Pegasus affair
Polish law requires providers to keep connection data for twelve months, reduced from two years in 2013, and the Constitutional Tribunal has upheld retention while narrowing access. The more consequential story is the use of Pegasus spyware against opposition politicians and prosecutors between 2017 and 2021 under the previous government, confirmed by a parliamentary commission in 2024 and now the subject of prosecutions. It is a reminder that the risk to a phone is often the phone itself, which no VPN addresses. The GDPR applies as elsewhere in the EU, enforced by UODO.

Does a VPN protect against spyware like Pegasus?
No. Pegasus and tools like it compromise the phone itself, and once they are on the device they read messages before they are encrypted and after they are decrypted, tunnel or no tunnel. A VPN protects traffic in transit from the network. Keeping the operating system updated and restarting the phone regularly does more against device compromise than any network tool.
