Why Helsinki
Helsinki is where Finland's networks meet, at the national exchange FICIX, and since 2016 a direct submarine cable from Helsinki to Rostock in Germany has given Finland a path to central Europe that does not go through Sweden. Tallinn is a few milliseconds across the gulf, Stockholm 8 to 15 ms, Frankfurt 25 to 35, and the cool climate and stable grid have drawn large data centres to the south coast. For the Baltic and for anyone in north-western Russia, it is the closest EU exit.
Cables under the Baltic, and who cuts them
The Baltic seabed has become contested. A gas pipeline and a data cable between Finland and Estonia were damaged in October 2023, the Helsinki-to-Rostock cable was cut in November 2024, and a power link and more cables were damaged that December by a ship dragging its anchor, after which NATO began patrolling the sea. Finland's networks have enough diversity that none of this took the country offline, but it is why Finnish traffic to Germany occasionally takes the long way round through Sweden.
What Finnish law requires
Finland's 2019 intelligence laws gave the civilian and military intelligence services the power to collect network traffic crossing the border, under court authorisation, and the electronic communications act requires providers to retain limited categories of data for six months to a year. The GDPR applies as elsewhere in the EU. With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Helsinki and nothing about its contents, and sites see the Helsinki server, which reads as Finland and as the European Union.

By distance, the closest EU exit to St Petersburg and Moscow, at roughly 15 to 35 ms. Whether a connection from a Russian network reaches it on a given day is a separate matter, because Russia interferes with VPN protocols and the interference changes without notice. From the Baltics and Finland itself it is simply the nearest server.
Does the cable damage in the Baltic affect the server?
Not the server, and rarely the connection. Finland has several routes out, so when the direct cable to Germany is down, traffic goes through Sweden with a few extra milliseconds. The incidents matter more as a reminder that Finland's links to the continent run under a sea that is now patrolled.
