Why Vienna
The Vienna Internet Exchange, run out of the University of Vienna, has for decades been the place where networks from Hungary, Slovakia, Slovenia, Croatia and further south-east meet the western European backbones, and the city remains the gateway between the two. Budapest and Bratislava are within 10 ms, Prague and Munich under 15, Frankfurt 12 to 20, Zurich about the same. For central Europe and the Balkans it is often the nearest well-peered exit.
Two things the Constitutional Court struck down
Austria's Constitutional Court annulled the national data retention law in 2014, weeks after the Court of Justice annulled the EU directive, and no general retention obligation has been enacted since. In 2019 the same court struck down the law authorising a state trojan for reading encrypted messages on suspects' devices. A new messenger-surveillance law passed in 2025 revives a narrower version under judicial control, and will be tested in court in its turn. The GDPR applies as elsewhere in the EU, enforced by the Datenschutzbehörde.
What this changes about your connection
With the tunnel up, your provider sees encrypted traffic to one VPNmine address in Vienna and nothing about its contents, and it is under no general duty to keep records of it.
