Why Manama
Bahrain is an island the size of a city and its network is dense and well connected: the regulator runs a national exchange, several regional cable systems land on the island, and in 2019 it became the first Gulf state with a hyperscale cloud region, which brought a good deal of peering with it. Doha is a few milliseconds away across the water, Dubai, Riyadh and Kuwait City within about 30. For the Gulf it is as central as an exit gets.
What Bahraini law requires
The Personal Data Protection Law of 2018, in force since 2019, sets the commercial data rules along broadly European lines, and the cybercrime law of 2014 covers online offences. The regulator TRA oversees blocking, which has covered adult content, gambling and, in the years since 2011, opposition and human rights sites, and voice calling in some internet apps has been restricted at times. There is no law against using a VPN, and businesses use them routinely; what is unlawful to publish or access remains so regardless of the route.
