Why Santiago

Chile is a very long, very thin country and Santiago is where its networks meet: the main exchange points, the backbones of every large operator and most of the population are all in the central valley. The Pacific cables land at Valparaíso, an hour away, including a direct cable to Los Angeles that gives Chile a shorter path to the US West Coast than most of South America has to anywhere in the United States. Buenos Aires is across the Andes and close.

Neutrality, and what the law asks providers to keep

Chile was the first country in the world to legislate net neutrality, in 2010, so providers here may not block or discriminate between lawful traffic, a VPN included. In the other direction, the Criminal Procedure Code requires telecommunications companies to keep a record of which IP addresses their subscribers used, for a period the 2022 cybercrime law lengthened, so the fact of a connection is recorded even though its contents are not. The data protection law of 2024 replaces a statute from 1999 and creates an independent authority.

What changes with the tunnel up

Your provider sees an encrypted stream to one VPNmine address in Santiago and nothing about its contents, and the record it keeps shows a connection to that address rather than to the sites you actually opened. Sites see the Santiago server. From Buenos Aires the exit is roughly 20 to 35 ms away; from the US West Coast expect 100 to 130 ms, which is fast for a route that crosses the equator.

Does my Chilean provider still see what I browse?

No. It sees encrypted traffic to a single VPNmine address, plus how much you sent and when. The IP record it is required to keep shows that connection, not the sites behind it.
