Why Hong Kong
Hong Kong has one of the highest concentrations of submarine cable landings in Asia and HKIX, hosted at the Chinese University, is among the busiest exchanges in the region. Shenzhen and Guangzhou are a few milliseconds away, Taipei about 25, Singapore and Tokyo within 60, and the trans-Pacific cables put the US West Coast at roughly 140 to 170 ms. Crucially, the mainland's filtering system does not apply here: a Hong Kong connection reaches the open internet directly, which is why it has long been the region's default exit.
What has changed since 2020
The National Security Law of 2020, and the implementation rules under its Article 43, allow the police to require platforms and providers to remove content or block access to it, and a local security ordinance in 2024 widened the range of offences. In practice the blocking that has happened is narrow and targeted, and there is no general filtering of the kind the mainland runs. Hong Kong has no data retention mandate on providers and its privacy law, the PDPO, dates from 1995. Using a VPN is lawful and universal in business.
What this changes about your connection
