Why Buenos Aires
Argentina's international cables land at Las Toninas, on the coast south of the capital, and Buenos Aires is where the country's peering happens: the provider association CABASE runs a network of exchange points across the country, and its Buenos Aires node is the largest by a wide margin. Montevideo is across the river, Santiago is over the mountains, and Sao Paulo is a short hop up the Atlantic cables, so a Buenos Aires exit is well placed for the whole southern half of the continent.
The retention law that did not survive
Argentina passed a data retention law in 2004 requiring providers to keep traffic records for ten years. In 2009 the Supreme Court struck it down in the Halabi case, holding that blanket retention of everyone's communications data was unconstitutional, and no replacement has been enacted since. That leaves Argentina with a general data protection statute, Law 25.326 of 2000, which was the first in Latin America to be recognised as adequate by the European Union, and without a standing duty on providers to log connections.
What the tunnel changes
