Why Istanbul
Istanbul straddles the Bosphorus and its networks straddle the same divide: the land routes from Bulgaria and Greece meet the cables and fibre heading east to the Caucasus, Iran and the Gulf, and the whole of Turkey's domestic backbone converges on the city. Sofia and Athens are within 30 ms, Frankfurt about 40 to 55, and Baku, Tehran and Baghdad are reached more directly from here than from any European exchange. It is the natural exit for Turkey and a plausible one for the wider region.
How Turkey filters and records
Law 5651 of 2007 gives the regulator BTK and the courts the power to block sites, and it has been used at scale: Wikipedia was blocked from 2017 to 2020, Instagram for nine days in 2024, and the websites of many VPN providers have been added to the blocklist, most recently in a batch during 2024. Providers are required to retain traffic data for between one and two years. During politically sensitive events, social platforms have been throttled rather than blocked outright, which is harder to see and harder to prove.
What this means for a VPN user in Turkey
Using a VPN is not illegal in Turkey; the blocking targets the providers' websites and, sometimes, the protocols. WireGuard traffic looks like UDP noise and generally passes, but no provider can promise that on a given day. With the tunnel up, your provider sees encrypted traffic to one VPNmine address and the retained record shows that, not the sites behind it. From inside Turkey, an Istanbul exit encrypts your local hop and keeps a Turkish address; when a Turkish network is throttling something, the Sofia or Athens server is the nearest exit outside it.
Confirm it rather than assume it

How do I get a Turkish IP address for free?

Are VPNs legal in Turkey?
Using one is not an offence. What Turkey does is block access to the websites of many VPN providers under Law 5651, and occasionally interfere with VPN protocols during sensitive events. Reaching a blocked site through a tunnel is not itself a crime, but anything unlawful remains unlawful with or without one.
Will VPNmine work from inside Turkey?
Usually. The apps use WireGuard, whose traffic is not easily distinguished from other UDP, and our servers are not on the published blocklists. That said, Turkey has throttled and blocked VPN traffic at times and no provider can honestly promise it will always pass. If a connection to one server fails, try another country.
Should I use the Istanbul server or a nearby one from Turkey?
Istanbul if you want a Turkish address and an encrypted local hop, for instance on hotel or café Wi-Fi. Sofia or Athens if you want to exit outside Turkey's network with the least added latency; both are within roughly 15 to 30 ms. Frankfurt is a fine third choice at 40 to 55 ms.
