Japan has some of the best consumer internet infrastructure in the world, dense trans-Pacific cable landings, and a mature hosting industry concentrated around Tokyo and Osaka. For anyone in East Asia, or anyone routing between Asia and North America, it is a strong exit.
Connectivity
Tokyo is where the Pacific cables come ashore on the Asian side, and Japanese domestic networks are unusually well provisioned — gigabit and multi-gigabit residential connections have been ordinary there for longer than in most markets.

The trans-Pacific numbers are notable: Tokyo to the US west coast is often faster than Tokyo to Southeast Asia, which is a routing fact rather than a geographic one and catches people out.
The legal environment
Japan's Act on the Protection of Personal Information is a comprehensive data protection framework, amended several times and administered by the Personal Information Protection Commission. The European Commission has recognised Japan as providing an adequate level of protection for transfers from the EU, which is a meaningful external assessment.
There is no general communications data retention mandate comparable to the European directives or to India's directions. Telecommunications carriers are regulated under the Telecommunications Business Act, which includes confidentiality of communications as a statutory principle.
The practical summary is a jurisdiction with strong formal privacy protections and no blanket retention requirement.

East Asian connectivity, particularly to and from Korea and Taiwan.
Bridging Asia and North America. The Pacific routes are excellent and a Tokyo exit is often the best-connected point between the two regions.

What to be aware of
Distance from everywhere else. From Europe, a Japanese exit is expensive in latency and buys nothing unless you specifically need a Japanese origin.
Hosting is not cheap. Japanese datacentre costs are higher than in Singapore or the United States, which is one reason fewer providers run large fleets there.
Address reputation. Japanese hosting ranges are classified like any other, so services that block datacentre addresses will block these.
Practical advice
If you are in East Asia, compare Tokyo against Singapore with the speed test. Which wins depends heavily on where you are and on your own provider's transit relationships — Korea and Taiwan usually favour Tokyo, most of Southeast Asia favours Singapore, and the boundary between them is not where the map suggests.

Why Tokyo to California beats Tokyo to Jakarta
It surprises people, and the explanation is that capacity follows commerce rather than geography. The trans-Pacific route between Japan and the United States has been among the most heavily invested corridors in the world for decades, with multiple high-capacity systems and dense peering at both ends.
Routes within Asia are newer, thinner in places, and frequently go through Singapore rather than directly. So a packet from Tokyo to Southeast Asia may travel a longer network path than one crossing an ocean.
The practical lesson generalises beyond Japan: measure the route rather than the distance, because the internet's shape reflects where money was spent.
Osaka as a second option
Most Japanese hosting is in Tokyo, and Osaka exists as the secondary hub, built partly for disaster resilience given Japan's seismic profile.
If a provider offers both, they are usually within 10 milliseconds of each other from anywhere outside Japan, so the choice rarely matters for latency. It matters for redundancy, and it is a reasonable second server to keep configured if Tokyo is congested at peak.
What a Japanese exit does not do
It does not change the region of any account, and Japanese services that check account country will behave the same as anywhere else. It does not exempt anything from the terms of the services you use.
And it does not help someone in Europe or the Americas with anything except reaching Japanese-hosted services, which is a narrow use case that is nonetheless the main reason people pick it.
