Connecting to a Netherlands VPN server
The Netherlands combines one of Europe's largest internet exchanges with a very large hosting industry, which is why so many providers place servers there. Its bulk data retention law was struck down by a Dutch court in 2015 and has not been replaced with an equivalent.

The Netherlands is where a disproportionate share of European hosting lives, and Amsterdam's exchange is among the largest in the world by peak traffic. If you have used a European VPN server, there is a good chance it was in Amsterdam even if the label said something else.
Why the hosting industry is so large
A combination of cheap and reliable power, dense subsea cable landings, an early and well-run internet exchange, and a legal environment that has historically been predictable for hosting businesses.
The effect compounds. Networks connect there because other networks are there, and hosting is cheap there because capacity is abundant, which attracts more hosting.
For a VPN user that means abundant capacity, competitive pricing, and short paths to most European destinations.
The retention position
The Netherlands implemented the EU Data Retention Directive, which the Court of Justice of the European Union invalidated in 2014 in Digital Rights Ireland. In 2015 a Dutch court suspended the national implementation on the grounds that it did not meet the privacy requirements the CJEU had set out.
Subsequent legislative attempts have not restored a general retention regime of the same scope. The current position is a jurisdiction inside the EU, subject to GDPR, without the kind of blanket retention obligation that some member states have attempted to reintroduce.

Amsterdam and Frankfurt are the two European locations worth comparing against each other for anyone on the continent. Which wins depends on your own provider's transit relationships more than on the map, so measure with the speed test rather than guessing.
What it is good for
European connectivity, on a par with Frankfurt and often better from the north and west.
Capacity. Congestion is less likely than in smaller markets, because there is simply more hardware.
An EU jurisdiction with GDPR applying and no general retention mandate in force.
What to be aware of
It is a Nine Eyes member state, if that framing is part of your reasoning. The usual caveat applies: what a provider retains determines what any jurisdiction can act on.
Copyright enforcement is active, and Dutch hosting providers receive a high volume of notices because so much is hosted there. That affects providers' abuse-handling practices more than it affects users, and it is one reason providers keep some connection metadata at all.
Practical advice
For European users, test Amsterdam alongside Frankfurt and your own nearest server. Three measurements, fifteen minutes, and the result is specific to your line rather than to an average.

Why so many "other country" servers are really here
Amsterdam's cost and capacity advantages make it the default place to host anything European, and that includes virtual locations announced as belonging to smaller markets. A provider offering twenty European countries may be running hardware in three or four of them.
The latency check is the way to tell. A server that claims to be in a country 2,000 kilometres away and answers as fast as the Amsterdam one is in Amsterdam.
This is not necessarily dishonest — it is how coverage is offered in markets where hosting is expensive or legally awkward — but it changes the jurisdiction your traffic is actually subject to, which is the reason it matters.
What the exchange actually does for you
An internet exchange lets networks connect directly rather than paying transit providers to carry traffic between them. AMS-IX has well over a thousand connected networks, so a server there reaches a large share of European destinations in one hop.
That shows up as lower latency and fewer loss events than equivalent hardware in a market with thin peering, and it is why two servers with identical specifications in different cities can perform very differently.
When it is the wrong choice
Outside Europe, there is rarely a reason to exit in the Netherlands unless you specifically need a European origin. The advantages are regional, and from Asia or the Americas the latency cost is substantial and buys nothing you could not get closer to home.
