A United States exit gives you the best-connected network on the internet and a jurisdiction with no general data retention mandate for providers, alongside broad national security powers. Latency is the practical constraint: the country is wide, so which city matters as much as which country.

The United States carries more internet capacity than anywhere else, and the Ashburn corridor in northern Virginia is the densest interconnection point on the planet. For raw connectivity, a US exit is hard to beat.
Everything else about the choice is more nuanced.
What the law does
No general retention mandate. Unlike several European regimes, US federal law does not require internet providers to retain subscriber traffic records for a fixed period. Providers keep what they choose for their own purposes.
Broad access powers where records exist. The Stored Communications Act governs compelled disclosure, and national security authorities operate under separate frameworks with their own oversight and, in some cases, non-disclosure requirements.
The CLOUD Act. Enacted in 2018, it clarifies that US providers can be compelled to produce data under their control regardless of where it is stored, and creates a framework for executive agreements with other governments.
The practical summary is a jurisdiction that does not force providers to build records and has substantial powers over records that exist. That makes what a provider retains the operative question, more than in a country where retention is mandated either way.
Which city, and why it matters
The continental United States is about 4,500 kilometres wide. A round trip from Los Angeles to New York is around 70 milliseconds before anything else is added.

Choosing "United States" without choosing a coast can therefore cost you 60 milliseconds for no reason. If your traffic is going to a service hosted in the US, an east coast exit is usually the right default from Europe and a west coast one from Asia and Oceania.
What it is good for
Reaching US-hosted services with the fewest hops. A very large share of the web is served from US infrastructure, and an exit there is often the shortest path to it.
Throughput. Capacity is abundant and peering is dense, so congestion is less common than in smaller markets.
Redundancy. Many locations, so a busy server has neighbours.
What it is not good for
Latency from anywhere far away. Obvious and worth stating, because the default in many clients is a US server regardless of where you are.
Jurisdictional distance from the Five Eyes arrangement, if that is a factor in your reasoning.
The address reputation problem
US datacentre ranges are the most heavily classified in the world, because they host the most VPN and proxy capacity. Services that block datacentre addresses block US exits first and most thoroughly.
That is not a reason to avoid the location; it is a reason to expect inconsistency from services that check, and to try a second server rather than concluding the provider is at fault.
Practical advice
Pick a coast that matches your direction of travel, measure it with the speed test, and compare against a second city before settling. The gap between a well-chosen and a badly chosen US exit is larger than the gap between most countries.

Why Ashburn matters more than any other single place
Northern Virginia became the internet's densest interconnection point largely by accident of history — early network research funding, then MAE-East, then decades of accumulation — and the concentration is now self-reinforcing. Networks put capacity there because other networks are there.
For a VPN user the practical consequence is that an Ashburn-adjacent exit often reaches a destination in fewer hops than a geographically closer server elsewhere. Peering density beats distance more often than intuition suggests, and it is why a US east coast exit sometimes outperforms a European one for European destinations that happen to be US-hosted.
State law adds a second layer
Beyond federal law, several states have enacted their own privacy statutes with different obligations, and they apply based on where a business operates and whose data it processes rather than where a server sits.
The practical relevance to someone picking an exit is small, and it matters for providers established there. It is worth knowing that "US law" is not a single thing, which is a distinction that gets flattened in most discussions of jurisdiction.
What to actually check before choosing
Which city the server is in, measured by latency rather than trusted from a label. Whether the provider runs its own hardware there or resells capacity. And what the provider retains, because in a jurisdiction with no retention mandate that is entirely the provider's choice and therefore entirely the question worth asking.
