Is using a VPN legal?

In most countries, yes: VPNs are legal and businesses depend on them daily. A small number of countries restrict, license or block consumer VPN use, so check the law where you are. Everywhere, a VPN changes how your traffic is routed, not what you are permitted to do, so anything unlawful without a VPN stays unlawful with one.
The general rule
Encrypting your own traffic and routing it through a server you choose is lawful in the United States, the United Kingdom, the European Union, Canada, Australia, Japan, Singapore, India, Bangladesh and most other jurisdictions. Workplace VPNs, which are the same technology, are universal. No general law in those places requires a VPN provider to log your browsing, which is why providers differ so much in what they keep.
The exceptions
A handful of countries restrict VPN use to government-approved providers, block VPN traffic at the network level, or penalise use for specific purposes. Laws change and enforcement varies, so for travel the honest advice is to look up the current position for that country rather than rely on a list that was true last year.
What does not change
