Can I use a VPN on iPhone?

Direct answer

Yes. iPhone and iPad run VPN apps through Apple's Network Extension framework, and iOS also accepts a manually configured IKEv2 or IPsec profile. The first connection shows a system prompt asking to add a VPN configuration; approve it once. VPNmine for iPhone and iPad is in preparation for the App Store and cannot be installed yet.

How iOS handles VPNs

Apps use a packet-tunnel extension that the system runs alongside the app; the "would like to add VPN configurations" dialog is iOS asking permission for that once. Settings, General, VPN & Device Management shows every VPN the phone knows about and lets you switch between them. Apple does not ship WireGuard in Settings, so a WireGuard VPN always needs an app.
