Why Dubai
The Emirates sit on the corridor that nearly every cable between Europe and Asia has to pass through, and the landing station at Fujairah is one of the most important junctions on that route. That geography makes a Dubai exit unusually well placed: Mumbai is roughly 40 to 60 ms away, London 110 to 130 ms, and Singapore 90 to 110 ms, so it is one of the few servers that is reasonably close to three continents at once.
What the UAE regulates, stated carefully
Two things are worth knowing before you pick this exit. The TDRA restricts voice and video calling over apps that are not licensed in the country, which is why calling features in several popular messengers do not work on UAE networks. Separately, Federal Decree-Law No. 34 of 2021 on countering rumours and cybercrimes penalises the use of an IP address or VPN to commit a crime or to conceal one. Using a VPN for ordinary privacy and security is common practice in the Emirates and is not what that provision targets, but the provision is specific, it carries real penalties, and anyone connecting from or to the UAE should read it rather than rely on a summary.
What this changes about your connection
With the tunnel up, your own provider sees an encrypted stream to one VPNmine address and nothing about its contents, and sites see the Dubai server rather than you. Note the direction that follows from the previous section: a UAE exit places your traffic on UAE networks and under UAE rules. If your reason for using a VPN is to be outside that environment, this is not the server to choose.
