Why Toronto
Toronto Internet Exchange is the largest exchange point in Canada by connected networks, and the surrounding facilities carry most of what enters and leaves the country. Toronto also sits close enough to New York, Chicago and Buffalo that the round trip to the US Northeast is usually well under thirty milliseconds, which makes it a practical North American exit for anyone who wants one that is not inside the United States.
Canada does block sites, despite the reputation
The CRTC and the Federal Court have both approved network-level blocking: the GoldTV orders, first issued in 2019 and upheld on appeal in 2021, were the first site-blocking injunctions in Canadian history, and dynamic blocking of live sports streams has followed. It is a far shorter list than the UK's or Italy's, but the idea that Canadian connections are unfiltered is out of date.
What the law requires here
Canada has no general data-retention mandate compelling a VPN provider to log its users, and PIPEDA governs how personal information is handled commercially. Canada is a Five Eyes member, so lawful process reaching a Canadian operator is a real consideration.
