Why Mumbai
Mumbai is where the great majority of India's submarine cable capacity comes ashore, which makes it the country's real gateway to the rest of the internet rather than merely its largest commercial city. Traffic from Mumbai to Europe and the Middle East takes the western cable routes directly, and Singapore is roughly 50 to 70 ms east. For most of India a Mumbai exit is the shortest available path out of the country.
The CERT-In directive, stated plainly
In April 2022 CERT-In issued Directive 20(3)/2022, which requires VPN providers, data centres and cloud operators serving India to register and retain subscriber records, including names, addresses, assigned IP addresses and usage patterns, for five years. It took effect in late September 2022 after an extension, and several international VPN providers responded by withdrawing their physical servers from India. It is the single most consequential VPN-specific regulation anywhere, and anyone comparing providers on India should know it exists.
What this changes about your connection
With the tunnel up, your own provider sees an encrypted stream to a single VPNmine address and nothing about its contents, and sites see the Mumbai server rather than you. India also leads the world in the number of government-ordered internet shutdowns, which are imposed at the access network and cannot be routed around by any VPN: if the local network is down or throttled, there is no tunnel to open.

Are VPNs legal in India?
Yes. Using a VPN is lawful in India. What changed in 2022 is the obligation on providers, not on users: CERT-In Directive 20(3)/2022 requires VPN operators serving India to retain subscriber records for five years. Users are not the subject of the rule; providers are.

Can a VPN get around an internet shutdown in India?
No. Shutdowns are imposed on the access network itself, so mobile data or broadband is throttled or switched off before any tunnel can be established. A VPN needs a working connection to encrypt. It helps against filtering and observation on a network that is up, and it cannot conjure connectivity that has been turned off.
