How Bangladesh's internet is actually built
Bangladesh reaches the outside world through two submarine cable landings, SEA-ME-WE 4 at Cox's Bazar and SEA-ME-WE 5 at Kuakata, supplemented by terrestrial capacity leased across the Indian border by the private ITC operators. That international capacity is expensive relative to local capacity, which is why so much of the country's traffic never leaves it: BDIX, the national exchange, keeps domestic traffic between ISPs local, and an entire ecosystem of BDIX-hosted content grew up around the fact that local bandwidth is cheap and international bandwidth is not.
The practical consequence for a VPN is unusual. In most countries a local exit adds a hop for no gain. Here, a Dhaka server means your encrypted traffic stays on domestic infrastructure until it needs to leave, rather than paying the 70 to 95 ms round trip to Singapore or 40 to 70 ms to Mumbai before it does anything at all.
A market where the connection is the weak point
Bangladesh is mobile-first by a very wide margin: the large majority of people who use the internet reach it through a mobile operator rather than a fixed line, and shared connections in offices, campuses and residential buildings are the norm for everyone else. Both are exactly the situations where an encrypted tunnel earns its keep, because the party in the best position to watch your traffic is the operator or the building's network rather than a distant adversary.
The country has also seen internet access cut at the national level. During the July 2024 protests, mobile data and then broadband were shut down across Bangladesh for roughly eleven days, one of the largest shutdowns anywhere in recent years. No VPN can restore a connection that has been switched off at the access network, and any provider claiming otherwise is selling you something.
The law, and what we store
The Cyber Security Act 2023 replaced the Digital Security Act 2018 and governs online offences in Bangladesh, and the BTRC regulates network operators and has ordered blocking of specified sites and services at various times. Using a VPN is not itself an offence. Will a VPN work during an internet shutdown in Bangladesh?
No. Shutdowns like the roughly eleven-day cut during the July 2024 protests are imposed on the mobile and broadband access networks themselves, so there is no connection left for a tunnel to run over. A VPN protects you against observation and filtering on a network that is working; it cannot create connectivity that has been switched off.
