Why Sao Paulo

What Brazilian law requires
The Marco Civil da Internet, in force since 2014, is unusually explicit: autonomous system operators must retain connection records for one year, and application providers must retain access records for six months, with content disclosure requiring a court order. The LGPD then governs personal data handling on the European model. Brazil is one of the few countries with a clearly written statutory framework for this, which at least means the rules are knowable rather than improvised.
What this changes about your connection

Brazilian courts have also ordered nationwide blocks of entire services on several occasions, applied at the network level by ISPs.
