Free VPN for South Korea

Why Seoul

South Korea has among the highest median fixed broadband speeds in the world and one of the most thoroughly fibred consumer markets anywhere, so domestic paths are short and fast. Seoul is where Korean networks interconnect and where the regional cable systems land, putting Tokyo within roughly 30 to 50 ms and the west coast of North America within about 120 to 140 ms.

How Korea filters, and why it is technically unusual

Since February 2019 Korean ISPs have inspected the Server Name Indication field of HTTPS connections to identify and block access to specified sites, replacing the older DNS-based method that was easy to sidestep. It was the first large-scale deployment of SNI filtering on a national consumer network and it remains one of the most technically distinctive filtering systems in operation. Because it acts on traffic leaving your own connection, it applies on Korean networks regardless of which site you are reaching.

What this changes about your connection

SNI-based filtering reads the hostname in the unencrypted portion of a TLS handshake. Inside an OpenVPN tunnel there is no such handshake to read: your provider sees one encrypted session to one VPNmine address. That is a real difference in what the network can observe about you, and it is the clearest example on this site of why the tunnel matters more than the flag on the server.

Confirm it rather than assume it

How do I get a Korean IP address for free?

Are VPNs legal in South Korea?

Yes. VPN use is lawful in South Korea and standard in business. The tunnel changes how your traffic is routed; it does not change which activities are lawful under Korean law.

What is SNI blocking and does a VPN change it?

SNI blocking reads the hostname sent in the clear during a TLS handshake and drops connections to listed sites. Korean ISPs deployed it nationally in February 2019. Inside an OpenVPN tunnel there is no visible handshake to inspect, because your provider only sees one encrypted session to one address, so the technique has nothing to act on.

Will a VPN slow down a Korean fibre connection?

Proportionally more than elsewhere, simply because the starting point is so high. Encryption costs CPU time and adds a hop, so a line that measures 900 Mbps unencrypted will often land in the 500 to 750 Mbps range through a tunnel.
