Why Tokyo
Tokyo is the Asian landing point for most trans-Pacific cable systems and the home of Japan's major exchanges, which makes it the natural bridge between East Asia and North America. Japanese domestic infrastructure is also unusually good: fibre to the home is the norm rather than the exception, and native IPv6 over IPoE is now standard on the main incumbent networks, so dual-stack behaviour is worth checking when you connect.
The IPv6 detail that catches people out in Japan
Because native IPv6 is so widely deployed on Japanese consumer lines, a VPN that tunnels only IPv4 leaks more visibly here than in most countries: every site that supports IPv6, which is most large ones, gets reached over the untunnelled address, and the VPN accomplishes nothing for those connections. What the law requires here
Japan imposes no general data-retention obligation on VPN providers, and the Act on the Protection of Personal Information governs how personal data is handled.
