Why Johannesburg
NAPAfrica, hosted in the Teraco facilities, is the largest internet exchange on the African continent by traffic and by connected networks, and Johannesburg is where most South African and a good deal of southern African interconnection happens. New cable capacity around the continent has cut the historic dependence on European transit significantly, so regional traffic now has a genuine local path. It remains true that Johannesburg is inland, so the last stretch from the coastal landing stations is terrestrial.
What South African law requires
RICA governs the interception of communications and is the reason SIM registration is mandatory in South Africa; it also sets out the process by which interception can be authorised. POPIA, fully in force since July 2021, governs the processing of personal information along broadly European lines. Between them the framework is more clearly defined than in much of the region, which is useful mainly because it makes the rules knowable.
What this changes about your connection

Distance and terrain. Johannesburg is inland, so traffic runs terrestrially to a coastal landing station before it joins a submarine cable to Europe, and the cable route itself is long. Roughly 150 to 185 ms to London is close to the practical floor, which is why a local exit matters more here than in Europe.
