Why Sydney, and why distance dominates here
Sydney is where Australia's networks interconnect and where the trans-Pacific and Asian cable systems come ashore, so it is the country's effective gateway. Geography then does the rest: Singapore is roughly 90 to 110 ms away, the US west coast 140 to 165 ms, and London well over 250 ms. On an Australian connection the choice of exit country changes latency more than it does almost anywhere else on this list, which is a good argument for using a local exit unless you specifically need a foreign one.
What Australian law requires
Two pieces of legislation matter. The 2015 mandatory data retention scheme requires carriers and carriage service providers to retain specified metadata for two years. The Telecommunications and Other Legislation Amendment (Assistance and Access) Act 2018 created a framework under which agencies can compel providers to give technical assistance, and it is the reason Australian jurisdiction is discussed more carefully than most. Australia is also a Five Eyes member. The consistent answer to all of it is architectural: a provider that does not store browsing data cannot be compelled to produce it.
